Noel Lawler Consulting Engineers was established in 1980 by Noel Lawler. Over the last 38 years the Company has established itself as a highly respected M & E Building Services Consultancy with a wealth of expertise across a broad range of sectors and clients with over 3,500 commissions to date.

Daniel Ring,

Daniel a 1988 graduate of Queens University, Belfast worked initially in London with some of the UK’s largest MEP Practices. In this time Daniel gained valuable experience in the design and delivery of prestigious office projects in central London in addition to large retail roll outs nationwide with British Airways, TSB Bank and Tesco Stores.

Daniel next worked in Sudan and Ethiopia as a project manager involved in the delivery of Healthcare and Water projects for International Aid Agencies. Responsible for complete financial management of these projects in addition to ensuring ‘on time’ delivery.

Daniel joined Noel Lawler Consulting Engineers in 1996. Experience within the Practice has extended to a diverse range of projects including Pharmaceutical Plants, Production Facilities, Educational Facilities, Detention Centres and Large Scale Retail Developments. In addition to securing and delivering traditional MEP projects. Daniel has a keen interest in the development of ‘low cost ‘ energy reduction services for Clients and has been very successful in cost and carbon reduction with the organisations he has worked with.

Daniel also carries out Forensic Investigations and Expert Witness work for the Insurance and Legal Sectors.

Noel is the founding Partner of the Practice and is an invaluable source of technical and commercial experience within the management team.

An Electrical Engineering Graduate of University College Dublin, Noel gained 17 years experience in the Industry with H.A. O’Neills and Mahon & McPhilips before establishing Noel Lawler Consulting Engineers in 1980. An early adapter of new technology and also one of the first M & E practices to use CAD, Noel carried out much work in the early years in the Agri-sector and developed substantial growth of the Company securing many commissions in the Hotel and Retail sectors.

Noel still plays an active role at a strategic level within the company and he also helps in the management of projects that we have in Spain.

Jason Smith,

A mechanical engineering graduate of University of Manchester, Jason started his career with the PSA (Property Services Agency) in the U.K, where he carried out a diverse range of projects, he was one of the youngest engineers in the PSA to achieve Senior Engineer Grade, he brings a unique technical depth and experience to our management team.

Jason has more recently been involved in the Design and Project Management of Training and Conference Facilities for Teagasc Agricultural and Food Development Authority and district heating schemes for a number of projects including the development of quality, low energy design solutions including a project for the Environmental Protection Agency where he has successfully completed the largest photovoltaic installation in Ireland and the first large scale mischanthus boiler.

Internationally, Jason is working with research establishments in Kingdom of Saudi Arabia to design large infrastructural Residential and Industrial projects incorporating district heating and cooling systems, photovoltaic farms, electrical infrastructure and also the development of a new bonded and re-export zone within the Kingdom.

A mechanical engineering graduate of Carlow I.T., Jonathan is an associate member of IEI and also the Practice Quality Assurance Manager. He has worked with the practice since graduating in 1994.

Over the past 21 years Jonathan has gained a vast knowledge of building design in fast track projects within the Retail and Commercial Sectors, working on numerous projects within Ireland, U.K. and Spain. He has also lead teams in all of our Prison and Detention projects including Irelands only high security prison in addition to medium security and ‘Open’ low security prisons.

Jonathan is responsible for the implementation of the ISO 9000 Quality Management System and is dedicated to keeping the fundamentals of this system in place on each project.

An Engineering Graduate of Carlow I.T., Brian has worked with the practice since graduating in 1989.

Brian has established himself as one of the most experienced building services designers within the office having worked on all building sector projects throughout the Practice over the past 26 years.

Brian joined the management team as an Associate and is responsible for the overall design, supervision and contract documentation for a wide range of Commercial, Retail and Educational projects.

Raymond Breen,

A Mechanical Engineering Graduate of Limerick University, Raymond has worked in the practice since 2001. He has gained considerable experience in both design and particularly on-site project management of building sectors including Retail, Commercial, Educational and Residential Sectors over the past 14 years.

Raymond’s key priorities include understanding Client requirements and developing good working relationships. He has particular interest in the design of buildings and in working collaboratively with architects and Clients to deliver innovative and cost effective solutions.

Denis Phelan,

After graduating, Denis worked with a company in Dublin for three years before joining NLCE in 2005.

Over the past 15 years Denis has been involved in the design and project management of numerous projects for all the various building sectors including educational, public and commercial projects. As part of the NDFA devolved schools programme, he is currently leading the M & E design on a multi million euro Bundle 3 Project which consists of 6 schools located throughout Ireland.

He also has a keen interest in the design of alternative energy systems using environmental simulation software, he has completed a range of feasibility studies and grant applications with the SEAI for Clients.

Barry Nolan,

A graduate of Dublin Institute of Technology, Barry is a Chartered Engineer and a member of the Institute of Engineers, Ireland, accumulating 10 years working within the building services sector. Barry is also a member of ASHRAE (American Society of Heating, Refrigerating, and Air-Conditioning Engineers)

Barry has extensive experience in design, project management and tendering of public and private projects, he has worked on projects within the Educational, Healthcare, Industrial, pharmaceutical and Commercial sectors, managing projects of various large sizes and values.

Working alongside Jason, Barry is currently involved in the design of a number of significant large scale projects in Saudi Arabia including a Residential Campus consisting of 8 no. 10 storey Apartment Blocks. Barry is also currently involved in the design and tendering of a large scale bio-medical research facility in Saudi Arabia.

Barry has extensive knowledge in the mechanical and electrical services design with respect to the masterplanning of large scale sites. The scale of masterplanning projects ranges from 3 – 5million m² in area.

A graduate of Waterford Institute of Technology, James worked with another practice for 6 years prior to joining NLCE in 2013.

Haven previously worked on Educational and Healthcare projects, James is currently involved in the building services design of some of the Practices major Commercial developments including Motorway Service Stations for a leading fuel organisation.

James has a keen interest in the design of building services and working productively with Clients and Architects to deliver cost effective and innovate designs.

Philip Goode

A graduate of University College Dublin where he studied Green Technology and Bio Resource Technology, Philip has kept up to date in these advances since joining the Practice, where projects include feasibility studies on Micro CHP and biomass as an alternative source of fuel for electricity generation in large scale power plants.

Energy Management in Leisure Centres have been a particular focus for Philip which involves promoting energy management practices within this sector, it has led to high profile leisure facilities maximising the use of renewable energy resources and increasing the sustainability on site.

Philip has also delivered the SEAI AMA support programme to several clients both Public Bodies and Private Clients, which has seen them implementing a number of energy efficient opportunities highlighted by him as part of the energy action plan.

James Duggan

Having graduated with a degree in Building Services Engineering, James went on to further his education gaining a degree in Architectural Engineering in Heriot Watt University in Scotland.

After graduating, James worked in Dublin before travelling to Australia where he worked in Brisbane for over 3 years before returning to Ireland and joining our Practice. He is currently working on a number of prestigious projects including the Re-Development of the Diageo Brewery Site in Kilkenny where alternative energy systems using environmental simulation software is used (IES Virtual Environment, ISBEM Software).

James is also currently acting in the role of Sustainable Engineer for 6 no. Department of Education Schools which we are involved in through the NDFA National School Build Programme.

Brian Richards

A graduate of Dublin Institute of Technology, Brian graduated with an (hon) degree in Building Services Engineering. Brian then worked in Australia for almost 3 years before returning to Ireland and taking up a position as Mechanical BIM Design Engineer with a leading Irish Services Contractor overseeing the mechanical and electrical services install, resolving co-ordination issues on site and keeping to tight project timelines, while continuously liaising with the Design Team.

Brian joined NLCE in 2015 and has a keen interest in the design and implementation of building services systems and is highly proficient working on Building Information Management / Modelling (BIM).

He has recently worked with JJ Rhatigan & Co. on a multi-million euro Bundle 3 Project (6no. schools) and also the Rapid Build Schools (4no. schools) located throughout Ireland which were all successfully delivered with strict timeframes.  In addition to this he has also worked with Rhatigans on the PPP Primary Care units alongside JJ Rhatigan & Co again working to strict deadlines in this fast paced environment.
